News from Bekasi on 27 October 2026: 600 residents finally hold land certificates through the 2026 Complete Systematic Land Registration programme (PTSL). For families who held only a girik for decades, that is a big deal. For anyone buying a house around North Bekasi, it is worth a slow read too.
Is PTSL free? Half true
This is where people get confused. The state pays for outreach, measurement and issuing the certificate from the national budget. Applicants still pay a preparation fee: document prep, boundary markers, and the village or kelurahan committee's running costs.
A Three-Minister Joint Decree (SKB) sets the cap. According to Rumah123's guide, Java and Bali fall in category V with a preparation fee cap of Rp150,000. That covers preparation only. It excludes BPHTB or income tax where they apply, and stamp duty. Local rules can change, so confirm the final figure with the Bekasi City Land Office.
Requirements usually asked for
| Requirement | Note |
|---|---|
| Applicant | Indonesian citizen |
| Land status | No certificate yet and not in dispute |
| ID | Copy of KTP and family card (KK) |
| Proof of possession | Girik, Letter C, or other recognised proof |
| Tax | BPHTB and income tax payment proof if owed |
| Boundaries | Statement that markers are placed, witnessed by neighbours |
Where extortion starts
The land agency (BPN) states it charges nothing beyond the joint decree. If an officer or middleman asks for hundreds of thousands or millions of rupiah "to speed it up", that is outside the rules. Red flags:
- A flat fee per plot with no official receipt.
- A promise of a certificate within a week for extra "grease money".
- A request to hand over your original girik with no handover record.
Ask the committee for a written cost breakdown, keep every receipt, and report anything outside the decree to the Land Office.
Why cluster buyers should care
Houses in a developer cluster do not go through PTSL. A unit's certificate comes from splitting the master certificate, then moves to the buyer by AJB before a land deed official (PPAT). We cover that in the AJB certificate guide and the certificate splitting article.
So what is the link? When land near a cluster gets a PTSL certificate, its boundaries are now officially recorded. That lowers the chance of a boundary fight later. Unregistered girik land, on the other hand, can be a dispute waiting to happen. If you are buying a house or plot next to land like that, ask for a copy of the survey drawing and the neighbour's land status.
Three checks before a booking fee
- The unit's certificate status. Already split and in the developer's name, or still the master? Also use the BPN electronic certificate check.
- No caveat or dispute. How to find out and how to file is in the certificate blocking article.
- Plot boundaries match the survey drawing. Visit in person with the documents and look at the markers.
Frequently asked questions
Is PTSL really free?
Measurement and issuing are state-funded. A preparation fee still applies, capped at Rp150,000 for Java and Bali according to Rumah123.
Who can join PTSL?
Indonesian citizens with uncertified, undisputed land and proof of possession such as girik or Letter C.
Do cluster house buyers need PTSL?
Usually not. A unit's title comes from splitting the master certificate. Ask for each unit status before paying a booking fee.
