Indonesia's Ministry of Agrarian Affairs (ATR/BPN) Regulation 3/2023 on Electronic Document Issuance has been live for two years. By May 2026, ATR/BPN reports that more than 4.7 million electronic land certificates (sertel) have been issued nationwide, with Jakarta, South Tangerang, and several West Java BPN offices — including Bekasi City — in the priority rollout wave.

What Changes with the Electronic Certificate
Legally, the evidentiary weight of an electronic certificate equals the physical one (Articles 1(6) and 8 of Regulation 3/2023). What changes is only the format and access pattern:
- Format: a PDF carrying the BPN office head's e-signature, a verification QR code, and a cryptographic hash.
- Access: stored in the ATR/BPN national land system, downloadable via the Sentuh Tanahku app by the registered owner.
- Binding: title transfers, mortgage releases (roya), and mortgage deed (APHT) processes can now run electronically through BPN partners — including notaries/PPAT.
- Physical withdrawal: the old green-paper certificate is placed on hold at BPN — not destroyed, but no longer standalone proof.
Checking Migration Status via Sentuh Tanahku
Sentuh Tanahku — the official ATR/BPN app — is on the Play Store and App Store. As of May 2026, version 3.x ships a dedicated sertel module. Step by step:
- Install Sentuh Tanahku. Log in using your NIK (national ID number) plus the phone number registered with your KTP.
- Pick Layanan → Info Sertipikat.
- Enter the title number (top-right corner of the physical cert, e.g. HGB No. 1234/Marga Mulya) and the holder's name.
- The system shows the status: active physical, registered as electronic certificate, or in migration.
- If already electronic, tap Download Electronic Certificate. The PDF carries a QR code anyone can verify by scanning.
Here's the part many owners miss — if Sentuh Tanahku shows active physical but your area has already entered a migration wave, your data may not be synced or there may be a mismatch between physical and system records. That's a critical point to clarify at the BPN counter before it derails a transaction.
5 Practical Risks Already Being Reported
1. Name spelling errors or NIK mismatch
Old certificates often use old spelling conventions (M' becomes M, or a space is dropped). During automated migration, ATR/BPN cross-checks against the Dukcapil civil database. A single-letter difference flags the owner as requires manual validation. The consequence: the electronic certificate cannot be issued until the owner shows up at BPN with KTP, KK (family card), and the physical certificate to correct the record.
2. Master developer title not yet split per unit
This is a specific risk for cluster buyers with an active KPR while the master title still sits with the developer. When the developer transfers to the final buyer, the title-splitting (splitsing) only then begins. If electronic migration happens while the title is still the master, the final buyer's title transfer can stretch to 90–180 days (versus the normal 30–45) because the splitsing must finish first in the electronic system.
The fix: ask the developer directly — has the master title been split for your unit, and what is the assigned title number after splitting. A transparent cluster will share the data, including the target splitting timeline.
3. Mortgage (Hak Tanggungan) not recorded in the electronic system
For homes with an active KPR, there's a bank mortgage (HT) recorded on the certificate. During migration, the HT should migrate too. But cases have surfaced where the HT does not appear in the electronic version — usually because the bank's APHT was drafted before the electronic module was integrated. The risk: the bank may ask the APHT to be redone, and notary fees of Rp 1.5–3 million may fall on the buyer if it isn't the bank's fault.
4. Fake sertel scams via WhatsApp
A scam pattern has emerged where someone WhatsApp's the owner, claims to be a BPN officer, sends a fake sertel PDF, and asks for a migration fee of Rp 500k–2 million. Official sertel issuance is free of charge (Article 19 of Regulation 3/2023) during the initial migration. The only fees apply if the owner asks for an additional physical copy (BPN still services that request). Verify PDF authenticity by scanning the QR code — it must resolve to a domain ending in atrbpn.go.id, not a shortener or bit.ly.
5. Conflict with adat rights records or re-claim of land boundaries
For North Bekasi areas that used to be girik land or adat right before conversion to HGB/SHM, electronic migration occasionally surfaces old records that were never resolved. Original heirs or third parties can appear and request a re-claim. Small but real risk — especially for areas developed before the 2000s. For modern post-2015 cluster developments the risk is relatively low because developers typically completed land due diligence.

For North Bekasi generally, the Bekasi City BPN office on Jl. Cut Mutia (near Bekasi Station) serves Monday–Friday, 08:00–15:00. Sertel queues run heavy at month's end — aim for the second or third week, before 10am.
Important note: the electronic certificate does not strip the old physical certificate of its evidentiary weight. But after official migration, transactions (sale, gift, title transfer) can only be processed through the electronic system. Owners who don't migrate don't lose rights, but transaction mobility shrinks — e.g. during refinancing or a quick sale.

- Master title for the area: title number, registered to which developer or holding entity, and original BPN issuance date.

- Document handover scheme: do buyers receive the electronic certificate immediately at AJB, or is there a BPN queue interval.
- KPR partner banks already integrated with the BPN electronic system: which banks, and any disbursement timeline difference versus legacy banks.
