A New House Address That Is Not Registered Yet: Postcode, Street Name, and Map Pin

Under Government Regulation No. 2 of 2021 on Geographical Names (Penyelenggaraan Nama Rupabumi), a street name is treated the same way as the name of a river, a station, or a bridge. The elucidation of Article 11 paragraph (3) letter b lists “jalan” among the examples of geographical feature types. A street name therefore has its own administrative track. A nameplate already bolted to the gate does not necessarily mean the street has been recorded anywhere, and buyers of a new house are rarely told so.

That is why parcels stop at the guard post, why drivers call twice, and why a bank form rejects the address you typed. The address has not entered the databases couriers, map apps, and government offices read. For a ready-stock buyer, the gap between handover and an address the system recognises can run for months if nobody takes it on.

1. The Postcode Is Almost Never the Problem

In Indonesia a postcode attaches to a kelurahan or desa. A housing estate does not get one of its own, and one code can even cover several neighbouring kelurahan. A new house picks up the code for its area automatically, with nothing to apply for and nothing to wait on.

So when a form rejects your address, a missing postcode is rarely the cause. The postcode is right. The street name you typed matches nothing in that system's list. Pos Indonesia runs a postcode lookup at kodepos.posindonesia.co.id — search by the name of the kelurahan your house sits in, because the cluster name is not in that register. Whatever comes back is the number to use on every document.

2. What Is Usually Missing Is the Street Name

PP 2/2021 splits authority by tier. Article 5 paragraph (4) hands names that sit inside a regency or city and/or carry strategic value there to that local government. Paragraphs (2) and (3) lift cross-province and nationally strategic names to the Geospatial Information Agency and the ministries, and cross-regency ones to the province. Article 7 paragraph (2) says the work is carried out by one regional agency assigned by the regent or mayor. For an internal cluster street in Bekasi Utara, that puts the route with the Bekasi city government.

Article 8 sets the stages: collection, review, announcement, adoption of the standard name, then compilation into the Gazetteer of the Republic of Indonesia. Local governments submit what they collect to the Geospatial Information Agency through the Geographical Names Information System (Article 13). Under Article 29, the standardised names in the Gazetteer are what the Agency, the ministries and the provincial and regency/city governments must use in their official work.

Two tracks, and one question decides yours

Residents have a way in on both tracks. Which one applies to your estate turns on a single question: does the street already have a name people use daily, or none at all?

• Already named → this is pendataan, recording. Article 10 paragraph (1) defines it as registering features that already carry a name, and Article 10 paragraph (3) lets other parties do that work and submit it to the regency or city government. Article 11 paragraph (1) names the methods: field survey, secondary-data compilation, participatory mapping, and/or crowdsourcing.
• Not yet named → this is pemberian nama, naming. Article 12 paragraph (1) limits it to features that have no name, and Article 12 paragraph (3) says other parties may propose a name through the regency or city government.

The elucidation of Article 6 paragraph (2) reads “other parties” broadly: individuals, community groups, and non-governmental organisations are all included, which covers RT and RW committees and residents' associations. Article 12 paragraph (7) requires local governments to involve public participation when they propose a name. That is useful to know when you knock on the kelurahan door.

Naming principles that often clash with marketing names

Article 3 sets ten principles. Four of them collide most often with street names already painted on a sign:

• Use Indonesian. A regional language or a foreign language is allowed only where the feature carries historical, cultural, customary, and/or religious value.
• Three words maximum.
• One name for one feature. The elucidation scopes that to a single tier of administrative area, and where one name has ended up on more than one feature, the naming is reworked by adding a distinguisher — as with “Stasiun Pasarminggu” and “Stasiun Pasarminggu Baru”.
• Avoid the names of living people; the name of someone deceased may be used at least five years after their death.

Plenty of clusters use English or long themed names. Those names stay usable as the identity of the estate and stay on the signage. Separate the marketing name from the street name proposed for standardisation. The two need not match, and for correspondence it is the street name that counts.

3. Your Address Has Three Layers, and They Can Disagree

Three different parties keep these, and none of them copies from the others automatically. You can be holding an ID card with the right address while the house itself stays invisible on a map, or the other way round. Fixing one layer alone rarely settles the complaint.

They also move at different speeds. The commercial layer you can fill in this afternoon; the official one waits on the city.

4. What You Can Do Yourself This Week

This sequence is free and waits on nobody:

1. Confirm your kelurahan's postcode. Check the Pos Indonesia site, then use that number consistently on every form.
2. Register the house with the RT and RW. The RT/RW number is the one part of an address you cannot invent, and almost every kelurahan matter asks for it.
3. Add the location in a map app. Major map services let you add a place that does not exist yet. Drop the pin at your gate; a pin in the middle of the block lands a driver at your neighbour's door.
4. Save the coordinates or location code. Keep them in a phone note. When ordering a delivery, coordinates get a driver there faster than a description of the street.
5. Put landmarks in the notes field, not the address field. The address field is read by software; the notes field is read by a person. Stuffing landmarks into the address field is what makes the software fail to recognise it.

Steps 3 to 5 usually settle the parcel complaints within days. Steps 1 and 2 decide whether your paperwork runs smoothly for the next year.

5. The Route: Neighbourhood Committee to City Hall

A street name cannot be proposed house by house. PP 2/2021 names the recipient as the regency or city government, not the kelurahan; the kelurahan is the practical entry point that forwards the paperwork to the regional agency the mayor has assigned. The usual route: the RT/RW committee or residents' association compiles a list of street segments in the estate, then hands it over through the kelurahan.

You do not have to invent the contents. Article 12 paragraph (5) says a proposal carries the feature information listed in Article 11 paragraph (3): the name, the feature type, coordinates, the meaning of the name, any other name in use, the language it comes from, the history of the name, and its pronunciation. For a single street inside a cluster, those eight items usually fit on one page. Submission into the Geographical Names Information System is done by the local government itself (Article 12 paragraph (4)), so the residents' job is to prepare the data as cleanly as possible.

PP 2/2021 sets no deadline for a local government to finish a proposal, and we found no official publication stating how long the process takes in Bekasi. Treat this as medium-term work. For parcels going astray right now, lean on steps 3 to 5 in the previous section.

6. What Else Stalls When Your Address Is Unknown

An unrecognised address does not stop at late parcels. The more expensive consequences:

• Ambulances and fire crews work from addresses and map pins, and being one block out is felt most at night.
• Banks, BPJS, and card issuers post physical documents to whatever address is on the form. Returned mail usually means starting an application over.
• Electricity and water bills are issued against the customer's address. Getting the address consistent early saves corrections when you handle the PLN and PDAM account transfer.

The same pattern applies to any service that depends on an address: before subscribing, what matters is whether the network reaches that point. That is the same logic we used when covering piped gas coverage in Bekasi.

7. For Ready-Stock Buyers in Bekasi Utara

A ready-stock house has an advantage buyers do not always realise. The building is standing and the estate already has residents. Address registration is far easier than in a half-finished development, because the street segments have taken shape and somebody is already using their names daily.

For a two-storey Emerald 70 unit on Jl. Raya Perjuangan, Bekasi Utara, address work belongs on the first-30-days list after handover, alongside unit checks and meter installation. Questions worth asking the sales team before you move:

• Which kelurahan and kecamatan is this house in, and what is the postcode?
• Have the RT and RW numbers been formed, or does the estate still sit under an existing one?
• Have the internal street names ever been proposed to the kelurahan, or is only the estate name in use?
• Who handles registration of new residents in the neighbourhood?

Those same questions belong on your handover checklist, right next to the physical inspection of the building.

Does a new housing estate need to apply for its own postcode?

Who has the authority to set street names in Bekasi?

PP 2/2021 Article 5 paragraph (4) hands names sitting within a regency or city to that local government, and Article 7 paragraph (2) assigns the work to one regional agency appointed by the mayor. The regulation does not mention the kelurahan; in practice the kelurahan is what forwards residents' paperwork to that agency.

The streets in my cluster have English names. Is that a violation?

The Article 3 principles apply to geographical names being standardised, not to the marketing name of an estate. A foreign-language name can stay in use as the estate's identity, but once it is proposed as a standardised street name, the review applies those principles: Indonesian and a maximum of three words among them.
