A house handover usually ends with keys, a handover report and a list of title documents. Few buyers check whose name is on the electricity meter or the water account. On a new house from a developer, the PLN account is often still registered to the developer. On a resale house, it is still the previous owner's.
Transferring the land title at the land office (BPN) does not change either one. The electricity account name sits on a contract with PLN, the state power company, so the new owner has to apply to change it.
Why Change the Name on the Meter?
In a post on 31 July 2025, the official PLN Mobile account said a name transfer makes customer data more accurate, legally valid (“sah secara hukum”) and easier to administer. PLN's Balikpapan unit wrote much the same on 5 February 2026: the customer record matches the new owner and billing is tidier.
One of the requirements is stamp duty (meterai) for signing the electricity supply contract, the SPJBTL. After the transfer, the power supply contract for the house is signed in your own name.
How to Transfer the PLN Account in PLN Mobile
PLN Mobile promotes the service as Balik Nama (name transfer). A guide posted by PLN's Bali distribution unit in late July 2025 calls the menu Ubah Data Pelanggan (change customer data) and lists these steps:
- Open the PLN Mobile app and choose Ubah Data Pelanggan.
- Enter the house's customer ID and the new details.
- Upload your ID card (KTP) and proof of ownership, then submit and wait for confirmation.
In an official reply in the comments under the PLN Mobile post, the admin listed the documents:
- Two photocopies of the owner's KTP.
- A land or building ownership document.
- Two Rp10,000 meterai stamps for signing the SPJBTL.
- If someone applies on your behalf: two photocopies of their KTP and a power of attorney bearing a Rp10,000 meterai. Immediate family members do not need a power of attorney.
PLN says the process needs no office visit, yet the admin's list includes photocopies and physical stamps. While your request is processed, ask whether the SPJBTL has to be signed at the local PLN unit. PLN does not state a completion time either.
Postpaid Accounts Pay a Deposit Adjustment
According to the PLN Mobile admin, a name transfer on a postpaid account incurs a Customer Deposit Adjustment Fee (Biaya Penyesuaian Uang Jaminan Langganan, or UJL), billed through a registration number.
Several articles describe the service as free, but the official PLN posts we read say nothing about an administration fee. Budget for the stamps, plus the UJL adjustment if the meter is postpaid. If the resale house you are buying has a postpaid meter, ask the seller for the last month's paid bill before handover. PLN asks for a “land/building ownership document” and does not say whether a sale-and-purchase agreement (PPJB) or a handover report counts. If your certificate is still being processed, ask through PLN Mobile or PLN's contact centre on 123 first.
Water in North Bekasi: Tirta Patriot or Tirta Bhagasasi?
Before dealing with the water account, confirm which utility holds it. Bekasi City is served by Perumda Tirta Patriot. For years, parts of the city were served by Perumda Tirta Bhagasasi, the Bekasi Regency utility, and that service has been moved to Tirta Patriot in four stages. The first stage covered the Wisma Asri, Harapan Baru and Puri Gading branches. The final stage, covering the Poncol and Pondok Ungu branches, took place on 20 July 2026. That day, Tirta Patriot president director Ali Imam Faryadi said the following one to two months would be focused on integration.
A resale house in North Bekasi may still carry an old Tirta Bhagasasi customer number or bill. Search results can mislead too: the widely reported “free name transfer” offers were Tirta Bhagasasi programmes in 2020 and 2023, not a current Bekasi City scheme. Tirta Patriot Has Not Published Its Transfer Requirements
We found no requirements, fees or procedure for a customer name transfer on Tirta Patriot's official website, in its articles, or in its app description. Ask through the official channels:

Bring your KTP, proof of ownership and the latest water bill when you ask, so staff can look up the customer number straight away.
For houses that are not yet connected, or were disconnected, Tirta Patriot runs a 2026 programme that waives new connection fees, reconnection fees and penalties from 1 January to 20 December 2026, or while the quota lasts. The 16,000-connection quota covers new connections for social and public, household, and small business customers. The programme does not mention name transfers, so do not assume they are free.
What to Do After You Get the Keys
On handover day, photograph the electricity meter to record the customer ID, note the water customer number, and ask the developer or seller whose name both accounts are in and which water utility serves the house. Apply for the PLN transfer once you have proof of ownership, and message Tirta Patriot for its water transfer requirements.
