On Tuesday, 31 March 2026, the head of Kota Bekasi's housing, settlement and land office (Disperkimtan), Widayat Subroto, said TPU Perwira, the city-run cemetery in Bekasi Utara, had only about 3,000 square metres left. That land, he told Rakyat Bekasi, is already boxed in by housing estates, so the city can no longer buy more around it.
Three months later, on Thursday, 9 July 2026, Arif Rahman Hakim, who chairs Commission III of the Kota Bekasi city council, met residents at RW 003 in Harapan Jaya. "TPU Perwira sudah tidak bisa diperluas lagi," he said: the cemetery cannot be expanded any further. In the Harapan Jaya and Pejuang subdistricts, he added, the burial land donated by long-time local families has also run out. According to Inijabar's report, families now have to bury their dead on top of an existing family grave.
Most families who just moved into a cluster in Bekasi Utara never hear about this until someone dies. By then the arrangements have to be made within hours, and nobody has time to read a city regulation.
The city's public cemeteries right now
Kota Bekasi runs its public cemeteries (TPU) through units under Disperkimtan. Here is what has been published:
| Cemetery | Reported condition | Source |
|---|---|---|
| TPU Perwira, Bekasi Utara | Almost full, about 3,000 m² left, surrounded by housing | Disperkimtan head, 31 Mar 2026 |
| TPU Padurenan | Still relatively safe. 12 ha in total, 3.5 ha used (2019 figure) | Disperkimtan head, 31 Mar 2026, and the Disperkimtan website, 14 Mar 2019 |
| TPU Jatisari | Still relatively safe | Disperkimtan head, 31 Mar 2026 |
| New TPU in Bantargebang | 30 ha of land secured, not usable yet because there is no access road | Disperkimtan head, 31 Mar 2026 |
For Bantargebang, Widayat said 2026 is still the planning stage, with land acquisition for the access road planned to start in 2027. So for now, Bekasi Utara residents still depend on the existing cemeteries, and both Padurenan and Jatisari are a long drive from Jl. Raya Perjuangan.
Why a new cluster has no cemetery of its own
Plenty of buyers assume a burial plot is one of the facilities inside the estate. Kota Bekasi's rules work differently.
Kota Bekasi Regional Regulation (Perda) No. 5 of 2021 on public infrastructure, facilities and utilities (PSU) lists "burial facilities" among the PSU a developer must provide (Article 6). Article 18 then sets two conditions:
- Providing public cemetery land is a requirement before the building permit (IMB, now PBG) can be issued.
- The obligation is carried out at a location set by the city government in line with the city's spatial plans (RTRW or RDTR). The formula for the land area is set by a mayoral regulation.
Article 19 adds that the land handed over must be ready to use and certified in the name of the Kota Bekasi government. So a housing project's cemetery obligation usually sits outside the estate. About the 30 ha in Bantargebang, Widayat told Rakyat Bekasi it comes from developers' obligation to provide burial land for the public.
This Perda repealed Perda No. 16 of 2011 and its two amendments. If an older article quotes Perda 16/2011, that rule is no longer in force.
Before signing for a house, ask the developer whether the project's PBG has been issued. Under Article 18 of Perda 5/2021 the cemetery obligation is a condition of the PBG, so an issued PBG means that obligation has been processed. The graves themselves will still be in a city cemetery.
Cost and documents at a city cemetery
Disperkimtan's official page on the Padurenan cemetery unit (published 14 March 2019) says the city has waived all burial fees under Mayoral Regulation (Perwal) No. 103 of 2017, which it describes as an amendment to Perda No. 9 of 2012. The regional tax and levy regulation in force today, Perda Kota Bekasi No. 1 of 2024 (amended by Perda No. 9 of 2025), also has no levy for cemetery plots. What you still pay for is the city-owned hearse: Perda 1/2024 sets Rp350,000 for a trip to a cemetery within Kota Bekasi.
The same page lists these documents:
| Purpose | Documents |
|---|---|
| Burial | Photocopy of the heir's or family member's KTP, the family card (KK), a death certificate from the hospital or kelurahan, 2 duty stamps (meterai) |
| Re-registering the grave-use permit (IPTM) | Photocopy of KTP, 1 duty stamp. No fee |
| Stacked burial (tumpang) | Only for family members in the same grave, never with unrelated people |
The 2019 page still says Rp6,000 stamps. Indonesia moved to a single Rp10,000 duty stamp in 2021, so bring Rp10,000 meterai. The page also says nothing about needing a Kota Bekasi KTP. If your family's ID cards still show a Jakarta or other address, ask the cemetery unit first, or call Disperkimtan on 021-28088804, the number on its website.
What a newly arrived family can sort out now
Nobody enjoys this topic, but it is much lighter to prepare while everyone is healthy.
Move your KTP and KK to the new address. The kelurahan death certificate and the cemetery paperwork both start from population records. If your family card still shows the old address, sort out the KTP address change for your new house in the first few months.
Ask the RT/RW about neighbourhood graves. Bekasi Utara still has waqf and village cemeteries, but local committees usually decide who can use them, and according to the council member, donated land in Harapan Jaya and Pejuang is already used up. Better to know the answer now. If your cluster has no RT yet, the RW committee of the neighbouring kampung usually knows.
Check existing family graves. If parents or grandparents are already buried in a city cemetery, make sure the IPTM is re-registered. Stacked burial is only allowed for family members, so that old grave may be the closest option you have.
Keep one folder of photocopies. Put in copies of every family member's KTP and KK plus a few Rp10,000 stamps. In an emergency, copies and stamps are usually the hardest things to find late at night.
Check life insurance and the mortgage. If the person who died is the borrower, there is a separate process with the bank. We cover it in when a mortgage borrower dies: credit life insurance and the heirs.
Frequently asked questions
Do Kota Bekasi city cemeteries charge for burial?
According to Disperkimtan's official page (published 2019), all burial fees were waived under Perwal No. 103 of 2017, and re-registering the IPTM is free too. Renting the city hearse still costs Rp350,000 within the city under Perda 1/2024. Confirm with the cemetery unit. Grave cleaning at TPU Padurenan is agreed directly between the family and the field staff.
Must a new housing estate in Kota Bekasi have a cemetery inside it?
Not inside it. Article 18 of Perda Kota Bekasi No. 5 of 2021 requires developers to provide public cemetery land as a condition of the IMB/PBG, carried out at a location the city sets under its spatial plans.
Does TPU Perwira still accept new burials?
As of March 2026, Disperkimtan said about 3,000 m² was left. In July 2026 a council member said TPU Perwira cannot be expanded, and because donated land in Harapan Jaya and Pejuang has run out, residents now use stacked burials. Ask the cemetery unit directly before deciding.
