Kota Bekasi's Disaster-Resilient Kelurahan: Bekasi Utara Is Next, and What Buyers Can Check Meanwhile

Kota Bekasi's disaster agency is expanding Kaltana and adding RW-level task forces. Four districts are in, Bekasi Utara is next. The label measures community readiness, so checking the site itself is still on you.

Kota Bekasi's disaster agency (BPBD) is widening its Kelurahan Tangguh Bencana programme, known locally as Kaltana, and adding Family Resilience Task Forces at the RW (neighbourhood) level. In remarks carried by local media on Monday 21 September 2026, BPBD's acting executive head, Wiratma Puspita, said Kaltana units are already in place in Jatiasih, Bekasi Timur, Bekasi Selatan and Rawalumbu. Bekasi Utara is the next district on the list.

The stated aim is for residents to be better prepared and to know what to do when a disaster hits. Wiratma added that the city government can't manage this alone and needs residents and businesses on board.

If you're house-hunting in Bekasi Utara, read this news carefully. A Kaltana label measures how ready a community is to respond. It says nothing either way about whether a given street floods.

What a Disaster-Resilient Kelurahan Actually Measures

The rulebook is BNPB (national disaster agency) Head Regulation No. 1 of 2012, the general guideline for disaster-resilient villages and kelurahan. It describes a place whose residents can recognise the hazards around them and organise local resources to cut their vulnerability and recover quickly.

Readiness is scored across roughly 20 indicators and sorted into three tiers:

The indicators fall under six headings: local rules, planning, institutions, funding, capacity building, and disaster response itself. The work starts with a kelurahan risk assessment, then a contingency plan, a local disaster-risk-reduction forum, and training for residents and officials. So a kelurahan with Kaltana status has at least mapped its own risks once, and that document is what a buyer would want to see.

Where Kota Bekasi Stands

The programme isn't new. In February 2024, BPBD Kota Bekasi and BNPB briefed seven kelurahan on forming disaster response teams. The first two were Jatirasa in Jatiasih and Bekasijaya in Bekasi Timur, and both received rubber boats. The agency head at the time, Enung Nurholis, said the goal was a disaster-ready community in every kelurahan.

As of September 2026, the areas BPBD names also include Bekasi Selatan and Rawalumbu, and the programme now reaches down to RW-level task forces. Kota Bekasi has 12 districts. The other eight, Bekasi Utara among them, are not on that list yet.

Kabupaten Bekasi, the separate regency to the east, went a different way. On 18 September 2024 it launched Kecamatan Tangguh Bencana (Kencana), a district-level version, at the Cikarang Selatan district office, where district heads signed a declaration. The regency's BPBD head at the time, Muchlis, listed eight hazard types for the area, from floods and drought to technological failure.

Working at kelurahan and RW level gets closer to people's front doors. The trade-off is speed, because there are a lot of kelurahan to cover.

What a Buyer in Bekasi Utara Can Check Now

Since Kaltana hasn't reached Bekasi Utara, buyers there can't lean on a kelurahan risk study. You have to do that homework yourself, and the things a Kaltana document would hold (risk map, assembly points, evacuation routes) are exactly what you want before signing.

  1. The site's flood history. Ask neighbours and the kelurahan office, not only the sales team. Our method is in how to check flood history before buying.
  2. The type of hazard. Upstream floodwater from the Bekasi River and local ponding from poor drainage need different fixes. We cover the difference in upstream vs local flooding.
  3. Assembly point and a second way out. In a single-gate cluster, ask which road people use if the main access goes under water.
  4. An emergency information channel. Does the RT/RW or estate manager run a group that forwards BMKG and BPBD early warnings?
  5. Nearby flood-control projects. Their status changes, so check the latest. One example is the stalled Bekasi River embankment.

In a new cluster, there's usually no RW task force yet because the RT and RW haven't been formed. Until then, emergencies are the estate manager's job. That's why questions 3 and 4 should go to the manager, with the answers in writing.

Kaltana scores community readiness. Ground elevation, drainage and flood history still need checking plot by plot, whatever the kelurahan's status.

When Kaltana does reach Bekasi Utara, residents of newer estates can get involved from day one. A kelurahan risk-reduction forum needs volunteers, and cluster residents who sit on it get a say in where assembly points and evacuation routes go.
