Indonesia's Ministry of Energy and Mineral Resources set Q3 2026 electricity tariffs (the July to September period) unchanged for both the 13 non-subsidised customer groups and the 24 subsidised ones. Energy Minister Bahlil Lahadalia framed the decision as protecting household purchasing power and supporting national economic stability.
For anyone owning a two-storey landed house in Bekasi Utara, that decision carries a more interesting consequence than "rates did not go up". Because the price per kWh is locked until the end of September, a bill that swelled this quarter can no longer be blamed on a tariff increase. Only one variable is left.
The numbers that apply until end-September
Residential groups are split by installed capacity, and the gaps between them are wider than most people expect. These are the rates in force for July to September 2026:

Look at the step. Moving from 2,200 VA to 3,500 VA raises the rate by roughly 17.6 percent per kWh — and that happens before you consume a single extra kilowatt-hour. So upgrading capacity is not only a one-off connection fee; it shifts your entire monthly consumption onto a more expensive rate, permanently, for as long as that capacity stays installed.
The Emerald 70 house and the Sapphire Ruko have different power needs. The three-storey Sapphire Ruko is specified at 2,200 VA, still inside the Rp1,444.70 band rather than the Rp1,699.53 one. For a house unit, ask the sales team for the actual installed capacity before signing, not after the meter is switched on.
Four numbers that decide the next quarter
Electricity tariffs are reviewed every three months, and the review runs on four parameters you can track yourself without any special access: the rupiah exchange rate against the US dollar, the Indonesian Crude Price, the inflation rate, and the Coal Reference Price.
The realised figures used as the basis for the Q3 2026 decision were:
- Exchange rate of Rp16,959.32 per US dollar
- ICP at US$96.12 per barrel
- Inflation of 0.21 percent
- Coal Reference Price at US$70 per tonne
One honest caveat belongs here. Those four parameters give you direction, not an outcome. The final call remains a government policy decision, and across recent quarters that call has been consistent: hold. So watching the exchange rate and ICP is useful for anticipating pressure, but do not treat it as a formula with a guaranteed output.
What you can do with this is simple enough. Assume tariffs may change at the start of each quarter (January, April, July, October), then set your household electricity budget with enough headroom to absorb that without touching your mortgage line.
If the tariff sits still, where does the increase come from
An electricity bill is a multiplication: tariff times kilowatt-hours consumed. Lock one factor and all the movement transfers to the other. So if your August bill ran higher than July's, the cause sits on the consumption side, and usually in the same handful of places.
In a two-storey house, air-conditioning is almost always the biggest draw — particularly the upstairs unit that absorbs roof heat through the afternoon. After cooling, the running order is typically the water pump, the water heater, the refrigerator, and then the collection of devices sitting on standby twenty-four hours a day that nobody ever counts.

A three-storey ruko has a different load pattern
Commercial units do not follow a home's rhythm. Peak load lands during trading hours rather than at night, and the largest component is often not the air-conditioning but the business equipment: chillers, compressors, kitchen gear, or display lighting running full from opening to close.
The tariff structure can differ too. A ruko used purely as a residence still sits in the residential group; once it hosts commercial activity, the group can shift to a business tariff with its own rules. Confirm your group with PLN against the use you actually run, because reclassifying later is more troublesome than getting it right at the start.

Setting your budget before the October window
Q4 gets reviewed heading into October. Whether the outcome is another hold or not, these three steps are worth doing in whatever is left of September:
- Record your baseline now. Pull the kWh figures for the last three months from your receipts or token history. Without a baseline you have no way to separate a moving tariff from a drifting habit.
- Check that your capacity group is right. Read the installed capacity off the meter, match it against the table above, then re-run the maths on whether a capacity upgrade is genuinely worth it once the step between bands is priced in.
- Build headroom into the monthly fixed costs. Electricity sits alongside maintenance dues, property tax, and water in the same line. Padding that line costs less than raiding the mortgage line when a surprise lands.

Questions that come up often
If the tariff did not rise, why does prepaid credit run out faster?
Because you buy tokens in rupiah while what depletes is kilowatt-hours. The same rupiah buys the same kWh for as long as the tariff holds. So if it feels faster, what increased is your daily consumption rate, not the price. A long hot stretch and more people at home during the day are the two most common causes.
Do subsidised and non-subsidised homes pay the same rate?
No. Subsidised groups have their own schedule, and for Q3 2026 all 24 subsidised groups were also set unchanged. What determines your rate is not the type of house but the tariff group attached to your connection.
Is upgrading from 2,200 to 3,500 VA always more wasteful?
Not always wasteful, but almost always more expensive per kWh. In the 3,500 VA band your whole consumption is priced at Rp1,699.53 instead of Rp1,444.70. An upgrade makes sense when there is genuinely a load the connection cannot carry: the breaker keeps tripping, or a large appliance is going in. If the reason is simply "to be safe", work out the annual bill difference before deciding.
