A certificate pledged to a bank is not a clean document. On the day the KPR is signed, the PPAT draws up the Deed of Granting Mortgage Right (APHT), the Land Office then records that Hak Tanggungan in the land register and on the certificate itself, and issues a Mortgage Certificate (Sertifikat Hak Tanggungan) which the bank holds as proof of security. None of that disappears by itself once the loan is repaid. It takes a specific application to remove it, and that application is called roya.
What is roya, and why does it not happen automatically?
Roya is the striking out of the mortgage lien recorded on a land certificate, and it is issued by the Land Office (Kantah/BPN), not by your bank. Until roya is processed, the legal status of the house is still encumbered, even though the outstanding debt is zero.
Banks are obliged to release a roya letter or settlement letter once repayment is recorded. Walking the file over to the land office, though, is not automatically their job. Some banks offer to handle the filing, others hand the borrower a folder containing the original certificate and the security documents and consider the matter closed. That folder usually goes straight into a cupboard, and that is where the problem quietly settles.
The problem only shows up when the house has to move
As long as the house is simply being lived in, an encumbered certificate causes no trouble at all. No warning letters, no penalties, no deadline. The pain arrives the moment the house needs to be used for something:
- Selling it. A notary/PPAT will not process the deed of sale over a certificate that still carries a mortgage lien. The transaction stalls until roya is done, and a ready buyer may walk away or push the price down because the paperwork looks unfinished.
- Pledging it again. Want a new loan secured by the same house? The next bank wants a clean certificate before a fresh APHT can be drawn up.
- Splitting or inheriting it. Splitsing and transfer to heirs both run on a certificate free of liens. If the owner has passed away and roya was never filed, a Rp 50,000 errand turns into a layered one.
So roya is not urgent right up until it is extremely urgent. And it tends to be remembered only when a buyer is already waiting on a signing date.

Documents to prepare
The list is short, and most of it comes from the bank:
- Roya application form
- Power of attorney, if someone files on your behalf
- Photocopy of the applicant's ID
- Original land certificate
- Mortgage Certificate (Sertifikat Hak Tanggungan)
- Roya letter or settlement letter from the creditor (the bank)
The two in bold cause most of the delays, because the bank holds both for the whole life of the loan and they only change hands on settlement day.
The order: bank first, then BPN
- Make sure the payoff is recorded properly. A zero balance in the app does not always mean the administration is finished. Ask for the settlement letter and the roya letter.
- Collect the security documents. The original certificate, the Mortgage Certificate, and the roya letter all go from the bank back to you.
- Check the folder before you leave the branch. Match the name, the certificate number, and the Mortgage Certificate number. Anything missing is far easier to sort out at the counter that day than on a return trip two years later.
- File at the land office where the land is registered. A house in Bekasi Utara means the Bekasi City land office, not wherever your bank happens to be.
- Pay, wait, collect. Once struck out, the lien on the certificate is formally gone.
Rp 50,000, and roughly 5 working days
Roya costs Rp 50,000 per certificate, and that figure can change with prevailing policy, so confirm with your local land office before you set out. Processing takes about 5 working days, counted from the moment the file is declared complete.
That last part gets underestimated. The five-day clock only starts once an officer accepts the file with nothing missing. Turn up short one document and the clock has not started at all.
What usually jams the process
The bank merged or changed its name
The creditor named on the certificate is the old bank, while the settlement letter comes from a merged entity under a different name. Those two names have to be linked with supporting documents from the bank's side. The longer roya is postponed, the wider the gap between the name on your certificate and the bank that exists today. This is the strongest argument for filing in the same month you pay off the loan rather than "when there's time".
The Mortgage Certificate has gone missing
The folder sits for years, then you open it and one item is not there. A Mortgage Certificate is not something you can reprint yourself. Replacing it has to be confirmed with the issuing bank, and that eats time well beyond the 5 working days above.
The owner has moved away or passed away
Roya can be filed by proxy with a power of attorney, so an owner working in another city does not have to come in person. If the owner has died, though, roya gets tangled with the inheritance process, and both have to clear before the certificate can be used for anything.

Why it is worth doing the same month
Add up the real cost. Roya is Rp 50,000 per certificate, about 5 working days, and a trip or two to the land office. Compare that with hunting down paperwork from a bank that was renamed six years ago while a buyer waits for a confirmed signing date. The official fee is identical either way. Only the pressure changes.
So when the bank hands over that folder with the original certificate and the Mortgage Certificate inside, don't file it away in a cupboard. It is a starting signal, not a finish line.
