Kota Bekasi charges its household waste levy by floor area, from Rp5,000 to Rp30,000 a month. The official name is the cleaning service levy, retribusi pelayanan kebersihan, and the rates sit in the annex to Regional Regulation (Perda) No. 1 of 2024 on Regional Taxes and Levies, enacted on 4 January 2024.
It is easy to mix these rates up with Kabupaten Bekasi's table. On 11 January 2024, the Kabupaten Bekasi government website reported its environment agency explaining Perda No. 8 of 2023: Rp11,000 for rented houses, Rp15,000 for homes on 900 watts or less, and Rp20,000 for 1,300 to 2,200 watts. Those figures often turn up when you search for the Bekasi waste fee, but they only apply in the regency. If your address is in Kota Bekasi, use the table below.
1. Seven Rate Bands for Homes
The regulation’s annex sets the residential bands as follows:

The yearly column is our own arithmetic (monthly rate times 12), not a figure printed in the regulation. The annex lists 250 m² in two rows, so a house of exactly 250 m² should confirm its band.
A two-storey house with 70 m² of floor area falls in the third band, Rp10,000 a month. The band ends exactly at 70. Add a room upstairs that takes the floor area to 80 m² and the house moves to the Rp12,000 band. The difference is Rp2,000 a month. 2. You Pay for a City Service
Article 75 lists the cleaning services the city provides: collecting waste from its source to a temporary disposal point, hauling it to final disposal, providing the final disposal site, providing or emptying toilets, and treating liquid waste from homes, offices and industry. Cleaning of public roads, parks, places of worship, social facilities, government offices and other public places is excluded.
The original Articles 76 and 77, which named who the cleaning levy falls on and who must pay it, were deleted by Kota Bekasi Perda No. 9 of 2025 (7 July 2025). The same regulation added paragraph (10) to Article 70, defining the subject of a public-service levy as the person or entity that uses or benefits from the public service. Article 70(9), in place since 2024, excludes public services provided by the central government, state-owned or region-owned enterprises, or private parties from the levy.
In managed estates, collection from the house to the temporary disposal point is often handled privately. Its cost is a common IPL item, as we set out in our breakdown of cluster IPL fees. The annex also lists a separate charge for using the city’s final disposal site: Rp125,000 per cubic metre of waste dumped.
The regulation does not say how the per-house rate and the per-cubic-metre rate apply to a single housing estate. Article 78 leaves implementation to a mayoral regulation.
3. Questions for the Estate Manager Before You Sign
Article 133 covers payment. The levy is paid against a levy assessment (SKRD) or an equivalent document such as a ticket, coupon, subscription card or app notice. Payment can go straight to the city treasury or through a levy payer acting as collector, and the collector must pay everything it receives into the treasury. Article 134(5) says every payment comes with a receipt.
That gives you four things to ask the estate manager or sales team before signing:
- Who hauls waste out of the estate. City trucks from a temporary disposal point, or a fleet paid by the manager.
- Whether the IPL already includes the city levy. Ask for cleaning to be shown separately from security and landscaping.
- In whose name the levy is paid. Per house, or one bill for the whole estate.
- What the proof looks like. An SKRD, a ticket or another equivalent document under Article 133.
The answers let you check whether cleaning is billed twice, once in the IPL and again on a separate bill. If the manager cannot answer, ask the Kota Bekasi Environment Agency (Dinas Lingkungan Hidup).
You can cut how much waste reaches the landfill, for example through a neighbourhood waste bank and sorting at home.
4. Shophouses and Businesses Pay per Cubic Metre
The per-house rates apply only to the residential group. The commercial group is charged by volume: Rp90,000 per m³ for a group that includes shophouses (ruko), office houses, restaurants, minimarkets, private offices, beauty clinics and home industries, and Rp70,000 per m³ for shops, pharmacies, tailors, salons, barbers and laundries. 5. Septic Tank Emptying Is in the Same Levy
Emptying septic sludge also falls under the cleaning service levy. For homes inside Kota Bekasi the rate is Rp350,000 per septic tank. This desludging table was also amended by Perda No. 9 of 2025, and the residential figure stayed at Rp350,000. The residential band table in section 1 was not changed.

Frequently asked questions
How much is the waste levy on a 70 m² house in Kota Bekasi?
Rp10,000 a month. The annex to Kota Bekasi Regional Regulation No. 1 of 2024 puts floor areas of 46 to 70 m² in the third band.
Do Kabupaten Bekasi's Rp11,000 to Rp20,000 rates apply in Kota Bekasi?
No. Those rental-house and electricity-based rates come from Kabupaten Bekasi Regulation No. 8 of 2023. Kota Bekasi uses floor area.
If I already pay IPL, do I still owe the waste levy?
The regulation defines the levy's subject as whoever uses a service the city provides, and services provided by private parties are not levy objects. Ask the estate manager who hauls the estate's waste and whether there is proof the levy is paid into the city treasury.
