On Thursday, 13 August 2026, at a hotel in the Pantai Indah Kapuk district of North Jakarta, the senior advisory board of Real Estat Indonesia sat down with the association's national leadership. The second gathering in the same series ended with one measurable outcome: a 15-member committee drawn from taxation, urban planning, spatial planning, land affairs, and infrastructure, tasked with drafting proposed improvements to property-sector regulation.
The list of problems they brought to that table is short and specific: permitting, spatial planning, urban issues, taxation, and legal certainty. MS Hidayat, the association's honorary chair, said meetings of this kind will now be held regularly: "Kami akan rutinkan terus pertemuan untuk mengaktualisasi informasi dan mencari solusi atas berbagai persoalan" — we will keep these meetings regular, to update information and look for solutions to the various problems.
If you are saving for a first house, news like this is easy to scroll past. Those five words are not an internal industry matter, though. They mark the points where, if things stall upstream, the delay reappears in your own file a few years later as a title that has not been split or a building approval that has not been issued.
Why a developer complaint list is worth a buyer's attention
One figure stops the zoning question from sounding abstract. Kompas reported on 21 July 2026 that friction over the Protected Paddy Field (Lahan Sawah Dilindungi) map contributed to a 24 percent drop in national subsidised-housing delivery during the first half of 2026 against the same period a year earlier. The collision happens when the protected-field map is applied without being reconciled against the principle permits and housing-zone designations developers already held.
In practice, one plot can carry two different statuses from two different agencies, and the person who absorbs the consequence at the far end is the buyer whose unit stands on it. That buyer never sees the process. What they see is a handover date that slips, or a mortgage signing that waits on a document nobody has yet.
The industry's complaint list and the buyer's checklist contain the same items, read from opposite directions. If permitting and legal certainty are what slow down large companies, those are the two subjects most worth raising before your booking fee changes hands.
Three files that translate those five words onto your desk
Of the five issues raised, three take physical form as documents you may ask to see. Taxation and urban policy sit further upstream, at the level of rules rather than files. The other three land directly in the folder.

The third question gets skipped most often. A master title that has not been split yet is not an anomaly; it is a normal stage in many projects. What matters is whether a schedule exists, and whether a mortgage right is still attached to it. Those two answers decide when your name can move onto the certificate.
What you can check yourself, and what needs a notary
Some of this does not require waiting on the developer. Land-use designation can be traced through the local spatial planning portal, and parcel data along with land value zones are published in the official apps of the Ministry of Agrarian Affairs and Spatial Planning. The limits are clear. Independent checking is useful for screening locations early, before you spend anything. Binding verification still sits with a notary or land deed official, who can pull official records and trace a certificate back through previous owners. So the sensible order is to screen it yourself first, then pay for professional checks on the locations that survive the screen.
When a developer is reluctant to hand over copies
Read that as a signal, without jumping to an accusation. Some projects genuinely have documents still in process, and some sales staff simply do not hold the file. What is reasonable to ask for is the number and the issue date, plus the name of whoever can produce a copy. If even the number cannot be quoted, pause before paying a booking fee.
The wider context: three million homes, and the buyer's side of it
That 15-member committee was formed against two national targets: three million homes built, and 8 percent economic growth. The association has been operating for more than 54 years, so its input carries weight with the people who write the rules.
Regulatory reform moves at its own pace, though, and a house purchase usually cannot wait for it. The practical move now is to use the complaint list as a question list. For a completed, move-in-ready unit, all three files can normally be produced the same day, which is one of the structural advantages ready-stock housing holds over off-plan.

Common questions
If zoning rules change after I buy, does my house become a problem?
A building whose permits were validly issued under the rules in force at the time is generally still recognised. What tends to change applies to new development on land not yet permitted. That is why the issue date of the permit is more useful to record than today's version of the regulation.
Are PBG and IMB the same thing?

How long does splitting a master title usually take?
It depends on how complete the developer's paperwork is and on the queue at the local land office, and it varies widely between projects. The number worth holding is not a national average but the written schedule the developer gives for the specific project you are buying into.
