SLF for New Bekasi Cluster Homes: Building Function Certificate — Required or Optional?

A question new cluster buyers keep asking: if I already have an IMB or PBG, do I still need an SLF? This piece walks through what's actually written in PUPR Regulation 27/2018, the Bekasi City bylaw, and the DPMPTSP's working practice in 2026.

After taking handover of a Bekasi cluster home, many new owners assume the document side is finished once they hold the HGB certificate and the developer's handover paperwork. But there's another layer of documentation that often slips past WhatsApp neighbour-group conversations: the Sertifikat Laik Fungsi, or SLF.

The SLF is different from the IMB and different again from the PBG. The main reference is PUPR Regulation No. 27/PRT/M/2018 on Building Function Certificates, later harmonised with Government Regulation No. 16 of 2021 implementing the Building Law. What an SLF Is and Why It's Different from IMB or PBG

Practical note: SLFs are valid for 5 years for class 1a residential and 5 years for class 2 (ruko). After expiry the certificate must be renewed with a fresh assessment. So this isn't a one-and-done document like the IMB or PBG.

When a Bekasi Cluster Buyer Actually Needs Their Own SLF

From DPMPTSP and PPAT practice in Bekasi, four scenarios make a unit-level SLF essential for a buyer:

1. Renovation that changes the structure

Adding a floor, moving a load-bearing wall, replacing the roof system, adding a second-storey balcony. Once the structure deviates from the original PBG, the old SLF no longer covers it. The owner must first secure an amended PBG, then a new SLF.

2. Function change (home to boarding house or business)

Property all-risk or earthquake policies that cover structural damage often request the SLF as evidence the building met construction standards when the policy was issued.

How to Check If Your Cluster Has a Master SLF

  1. Request the master housing SLF from the developer's marketing team. The document is a Wali Kota or designated official's decree, with an SLF number and validity period
  2. If the developer only shows the IMB/PBG and doesn't yet have a master SLF, ask for the processing timeline. The master SLF typically issues 3–6 months after construction is fully complete and before unit-level certificates are split out
  3. If the cluster has been standing for some time without a master SLF, that's an administrative signal worth investigating. Not automatically problematic — many older clusters never retroactively secured one — but worth understanding why
  4. Check the Bekasi City permit portal (oss.go.id or sicantik DPMPTSP Bekasi) using the master HGB certificate number. SLF status is usually listed

  5. Not asking about SLF during developer due diligence — there are smaller developers whose clusters don't have a master SLF years after handover. Buyers wanting to split unit certificates get blocked

For Sapphire 3-Storey Ruko Owners

Ruko Sapphire at LB 172 m² and 3 storeys + rooftop falls under class 2 (commercial). For this classification the SLF doesn't have the small-residence exemption that class 1a has. Technical assessment must involve a TPA.

Ruko owners planning to operate a business in the unit (clinic, office, retail, F&B) need the SLF as a prerequisite for the NIB (Business ID Number) at OSS and the downstream operating permit.   • For major renovations, function changes, or structural additions, secure an amended PBG and a fresh SLF before the work begins
  • For ruko or commercial units, an SLF at the unit level is mandatory as a prerequisite for the business permit. Budget Rp 7–18 million within the total post-handover cost
