Thursday afternoon, the last builder says goodbye. The upstairs bathroom is done, the kitchen set is in, and in front of the carport sits a heap of broken tile, brick offcuts and empty cement bags. The guard asks politely: "Sir, please move that before Friday, the estate road is in use."
The question is simple, yet contractors' agreements rarely answer it: whose job is this rubble, and where does it go?
Rubble is not kitchen waste
If you assume rubble can ride on the daily rubbish cart, that is a mistake. Law No. 18 of 2008 on Waste Management, Article 2(4), lists "demolition rubble" as special waste: waste whose nature or volume needs dedicated handling. The elucidation describes it as the result of demolishing all or part of a building, including its components and materials.
So the monthly waste fee (the basic rate is in our Bekasi waste levy guide) generally covers daily household rubbish, not three cubic metres from a bathroom teardown. Ask the cluster management what the fee actually includes.
Sort first, then call a truck
Renovation waste is not one material. Sorting on site cuts hauling cost and keeps hazardous items out of the load.
| Type | What to do |
|---|---|
| Broken brick, concrete, tile, roof tiles | Haul as rubble. Some can be reused as fill, so ask the truck provider. |
| Timber, plywood, ceiling frames | Separate. Clean wood is often collected free by scrap dealers or workers. |
| Steel, cable, copper pipe | Sell to a scrap dealer. Sometimes it covers the hauling cost. |
| Paint cans, thinner, glue, asbestos roofing | Keep apart. Hazardous material, so ask the environment office about handling. |
| Cardboard, plastic packaging | Regular waste or a waste bank. |
Three ways to haul it
- Hired pickup or small truck. The usual choice for one bathroom or kitchen. Prices are per trip and distance, so get two or three quotes. Ask where the load is taken. A driver who says "don't worry, sir" may not be using an official site.
- Sacks and staged pickup. For under one cubic metre. Bag it and have a regular service collect it weekly.
- Make the contractor clear it. In a lump-sum contract, write "rubble removal until clean is the contractor's responsibility". We compare contract types in our renovation contractor guide (Indonesian).
Why not an empty lot or the canal
First, the law: Law 18/2008 prohibits dumping waste outside designated places. The size of the penalty follows local regulation, so ask your kelurahan office rather than trust a number we would be guessing.
Second, it matters more in Bekasi Utara. Rubble piled along a drain narrows the channel, and during heavy rain water rises faster. If your own house sits near that drain, you feel it first.
Hours, permits and truck parking
Inside a cluster, rubble normally has to stay within your plot, not on the road. Working hours, truck entry permits and cleaning deposits differ per management; see our cluster renovation rules (Indonesian). A simple tip: photograph the pile before and after pickup and send both to management. If a neighbour complains, you have proof.
A rough number so you are not surprised
A 6 m² bathroom renovation usually leaves one to two cubic metres of rubble (old tile, plaster, toilet). A kitchen or room extension can leave far more. Ask the builder to estimate volume before work starts and put hauling in the budget, instead of a surprise bill on the last day.
