No Prayer Room in Your New Bekasi Cluster? Check the Site Plan First

Kota Bekasi's PSU regulation lets a developer hand over the place-of-worship plot as ready-to-build land. Here is what to check on the site plan before signing, who owns the plot after handover, and the electricity tariff and loudspeaker rules for a prayer room.

Neighbourhood street in the Kingspoint cluster on Jl. Raya Perjuangan, Bekasi Utara: check where the place-of-worship plot sits on the site plan before signing

Kota Bekasi's Regional Regulation No. 5 of 2021 on public infrastructure, facilities and utilities (PSU) lists nine kinds of facilities a housing developer has to provide (Article 6). A place of worship sits fifth on that list, between health facilities and sports and recreation. The rule covers places of worship of every faith; this piece looks at the musala (prayer room) because it is what cluster residents ask about most.

Few buyers read Article 11. Paragraph (1)(b) lets a developer hand facilities over to the city as "tanah siap bangun", land that is ready to build on. For roads, drains and utilities, the same article requires the structure to be finished and maintained first.

So the box marked "musala" on a brochure or site plan can mean two things: a prayer room the developer builds, or an empty plot zoned for one. Both are legal under the regulation. You only notice the difference after you get your keys, when you go looking for somewhere to pray in congregation and find a plot behind a zinc fence.

How much land goes to facilities

Article 10(a) sets the split for residential estates. Land for neighbourhood facilities must be at least 15% of the approved PSU area, parks at least 20%, and green open space at least 15% of the whole site.

That 15% minimum applies to all neighbourhood facilities, not just worship. In a compact cluster it can go to other facilities such as sports or public services. The regulation also allows a way out: Article 17 lets the PSU obligation move to another location for reasons of environmental harmony and building layout, in line with the city spatial plan, provided the asset value is at least equal.

Five questions before you sign

Ask the developerWhy it matters
Where is the place-of-worship plot on the city-approved site plan?The binding document is the site plan the city approved (Articles 7 and 9), not the brochure drawing.
Will it be handed over as land or as a building?Article 11(1)(b) allows facilities to be handed over as ready-to-build land.
If it will be built, when?The construction schedule sits in the Obligation Fulfilment Agreement between the city and the developer (Article 8(2)).
Has the PSU handover minute (BAST) been signed?Once it is, the Mayor sets the land's use status within 3 months (Article 14).
If the obligation was moved, where to?Relocation is covered by Article 17, with details in a Mayoral Regulation.

After handover, the city owns the land

Handed-over PSU becomes regional property (Article 20(1)). Paragraph (2) says it must be usable "for the public interest in line with its function and designation". The use can change only because of changed natural conditions, a natural disaster or a government programme.

For residents, a plot set aside for worship can't simply be switched to another use, such as a car park. On the other hand, if residents fund and build a prayer room on it themselves, the land still belongs to the city. Before collecting donations, the organising committee should ask the kelurahan office or the city housing and land agency (Disperkimtan) about the plot's use status, so nobody ends up in a dispute later.

The regulation also covers developers who never hand the PSU over. Article 15 sets out the city's steps for neglected PSU: it writes to the developer to repair it and then hand it over. Article 16 adds that PSU past its handover deadline falls under city control and ownership, and the city can draw up an acquisition record to register the land with the land agency (BPN). We cover the full process in handing cluster PSU over to the city.

A "musala" box on the site plan is a land designation. Whether the developer also builds the prayer room is a separate question, and you should get that answer in writing.

Committee and registration with the Ministry of Religious Affairs

Once a prayer room is up, residents usually form a committee by consensus and formalise it with an appointment letter. The Ministry of Religious Affairs keeps a register of mosques and prayer rooms called SIMAS, at simas.kemenag.go.id. According to Bisnis Indonesia (21 May 2021), outreach and data collection through SIMAS have run since 2014.

The ministry's 2025 grant programme for mosques and prayer rooms, for example, required SIMAS registration, a bank account in the prayer room's name, the committee letter and a land status statement, as reported by Antara Jatim (6 April 2025). Proof of land status is exactly what gets stuck when a cluster's PSU handover is still unfinished.

Electricity and loudspeakers

Places of worship fall under PLN's social service tariff (S), not the household tariff; Bisnis Indonesia (24 May 2019), for example, refers to places of worship as S-tariff customers. The price gap is wide. PLN's rate list for 19 to 25 October 2026, published by Metro TV, puts the 1,300 VA social tariff at Rp708 per kWh against Rp1,444.70 per kWh for a 1,300 VA household (R-1) connection. That's why a prayer room should have its own PLN connection in its own name, rather than running off a resident's meter or the guard post. When you apply for the new connection, state that it serves a place of worship.

On loudspeakers, the reference is Minister of Religious Affairs Circular No. 5 of 2022, dated 18 February 2022. Among its provisions:

  • outdoor and indoor speakers are installed separately;
  • volume is capped at 100 dB;
  • before the Subuh and Friday calls to prayer, Qur'an recitation or salawat on the outdoor speaker runs for at most 10 minutes, and before Zuhur, Asar, Magrib and Isya for at most 5 minutes;
  • Subuh prayer, dhikr, supplication and the dawn talk use the indoor speaker.

In a row of 4.5-metre-wide houses built wall to wall, speaker direction and placement are far easier to settle while the prayer room is being planned than to change later. If residents disagree, the route is the same as any neighbour matter: talk it through via the RT/RW, which usually also links the prayer room committee with the estate manager. We cover how that mediation works in neighbour disputes and RT/RW mediation in a cluster.

Frequently asked questions

Must a new housing estate in Kota Bekasi provide a place of worship?
Article 6 of Kota Bekasi Regulation No. 5 of 2021 includes places of worship in the PSU a developer provides according to the city-approved site plan. Facilities may be handed over as ready-to-build land (Article 11), and the location can be moved if the asset value is at least equal (Article 17).

Who owns the prayer room land after the PSU handover?
The Bekasi city government. Handed-over PSU becomes regional property and must be used according to its function and designation (Article 20 of Regulation 5/2021).

What electricity tariff does a prayer room pay?
Places of worship use PLN's social tariff (S). At 1,300 VA it is Rp708 per kWh on PLN's 19 to 25 October 2026 rate list, about half the 1,300 VA household rate of Rp1,444.70 per kWh.
