Bekasi's 2027 Minimum Wage Is Due by 25 November

The number doesn't exist yet. What already exists is the date, the formula, and one coefficient that decides a few hundred thousand rupiah on January's payslip.

Government Regulation No. 49 of 2025 on wages was signed by President Prabowo Subianto on 17 December 2025 and took effect the same day. It amends Regulation No. 36 of 2021, which had already been amended by Regulation No. 51 of 2023, and one of its changes moves the deadline for announcing minimum wages forward from 30 November to 25 November.

For anyone working in Bekasi City or Bekasi Regency, that means the 2027 figure has to be out by 25 November 2026 and applies from 1 January 2027. The discussions happen in the regional wage council, a tripartite body seating government, employer, and trade union representatives, during the weeks before that date.

So there are about ten weeks left. And for anyone preparing a mortgage application, that window is worth more than the number waiting at the end of it.

The starting point: Rp 5.99 million

Bekasi City's 2026 minimum wage was set at Rp 5,999,443, with Bekasi Regency at Rp 5,938,885. Both come from West Java Governor's Decree No. 561.7/Kep.862-Kesra/2025, dated 24 December 2025. For comparison, the West Java provincial minimum wage for 2026 is Rp 2,317,601. That gap is normal: the provincial figure is a floor for the whole province, while district and city figures track local conditions.

Bekasi City's number rose by roughly Rp 308,000, or 5.42 percent, from Rp 5,690,752 in 2025, and it remains the highest in West Java. Bekasi Mayor Tri Adhianto said the calculation used a coefficient of 0.62.

That 0.62 is not an administrative footnote. In the wage formula it is the one variable the council can actually move, and moving it shows up directly in the final figure.

The formula has three variables

Regulation 49/2025 sets next year's minimum wage as this year's figure plus an adjustment value. The adjustment itself comes from {inflation + (economic growth × alpha)} × this year's minimum wage.

What changed from the previous rule is the alpha range. Regulation 51/2023 fixed alpha between 0.10 and 0.30. Regulation 49/2025 widened it to 0.50 to 0.90. A range that wide makes the council's discussion far more decisive than it used to be.

The other two variables already have current readings. Annual inflation in August 2026 came in at 3.19 percent according to Statistics Indonesia, which we covered in the August 2026 inflation note. West Java's economy grew 5.73 percent year-on-year in the second quarter of 2026, above the national 5.29 percent, on a regional gross product of Rp 833.95 trillion at current prices.

Three alpha scenarios, one illustration

The table below takes Bekasi City's 2026 wage as the starting point, with 3.19 percent inflation and 5.73 percent West Java growth. This is a formula simulation, not a forecast. The council will use whichever inflation and growth releases are current when it meets, and nobody has decided the alpha yet.

The distance between the lowest and highest scenario is about Rp 138,000 a month. That looks small. Over a year it becomes Rp 1.65 million, and across a 15-year mortgage term it stacks up considerably higher.

From the minimum wage to your mortgage ceiling

Here is the part people read wrong. Banks do not size your mortgage from the regional minimum wage. What the credit officer reads is the income printed on your payslip and flowing into your bank statements. The minimum wage is a floor, a legal limit an employer cannot go below, not an amount that automatically becomes yours.

Once that income is known, the bank trims it again through an affordability ratio. Common practice keeps total instalments somewhere around 30 to 35 percent of income, and the calculation covers more than the future house payment: car loans, credit cards, remaining personal loans, and paylater balances all count. In practice it works out like this. An income around Rp 6 million, roughly Bekasi City's 2026 minimum wage, leaves instalment room of Rp 1.8 million to Rp 2.1 million a month. Two such incomes combined through a joint application leave Rp 3.6 million to Rp 4.2 million.

Instalments on an Emerald 70 house start at Rp 5 million a month. Turn the calculation around and the requirement becomes clear: supporting that payment at a 30 to 35 percent ratio needs household income of roughly Rp 14.3 million to Rp 16.7 million a month, spousal income included. That sits well above the wage floor, and it is where most commercial-housing buyers along the Bekasi Utara corridor already are: plant supervisors, head-office staff at the industrial estates, couples where both partners work.

So a higher minimum wage is not an entry ticket. Its role is quieter. It pushes the whole local pay ladder upward, including the rungs above the floor. When that increase genuinely reaches your payslip, your ceiling moves with it.

Those ten weeks beat the number itself

While the council deliberates, several things can be done without knowing the outcome:

  1. Pull your SLIK credit report first. A damaged credit record takes months to repair, not days. Checking it through iDebku costs nothing.
  2. Clear the small instalments eating your ratio. Paylater and phone instalments barely register in a monthly budget but show up in full in the bank's analysis.
  3. Tidy up three months of account activity. Income that arrives in cash and never passes through a bank account is effectively invisible to the lender.
  4. Ask HR for an income letter that separates fixed components. Fixed allowances usually count toward assessed income; variable ones often do not.
  5. Lock in a unit price now if the house already suits you. January's payslip will be larger, but January's price list usually is too.

What a wage increase does not fix

A higher minimum wage arrives with company. It raises labour costs on the employer's side, and some of that circles back into the price of the goods and services you buy. Monthly living costs move too, and lenders read those as a deduction from your capacity to pay.

The increase also does not land on every payslip. Workers past a year of service whose pay already sits well above the floor are adjusted through their company's own wage structure and scale, not through a Governor's Decree. What the decree governs is only the floor.

One thing stays where it is: the policy rate. Bank Indonesia held the BI-Rate at 5.75 percent at its August 2026 Board of Governors meeting. The instalment side of this equation moves on its own schedule, whatever the wage council decides in November.

When exactly is the 2027 Bekasi minimum wage announced?

By 25 November 2026 at the latest, through a West Java Governor's Decree, effective 1 January 2027. Regulation No. 49 of 2025 moved that deadline five days earlier than before.

Does a higher minimum wage automatically raise my mortgage ceiling?

No. Banks read the income on your payslip and bank statements, not the regional wage figure. The effect only reaches you if the increase lands in your own pay, and even then it is capped by the 30 to 35 percent instalment ratio that already counts every other obligation you carry.

What is the downside of waiting for the 2027 figure?

If you are waiting on the number to plan a budget, none. The process runs ten weeks in the open. The risk is postponing SLIK repairs and small-loan payoffs until December, because neither can be rushed once you need them.
