Retroactive PBG (Building Permit) for Older Bekasi Homes 2026: Cost, Risk, and When You Must File

Since the 2020 Job Creation Law and Government Regulation 16/2021, IMB has been replaced by PBG. Bekasi homes built before 2021 still carry the old IMB — but most don’t automatically convert. The consequences hit when you renovate, sell, or transfer ownership.

Early March 2026, one case in Pekayon South Bekasi became local gossip: a resident renovating their house from 1 story to 2 stories was visited by Satpol PP and DPMPTSP officers. The old IMB only covered the 1-story building. Because the renovation changed the building profile, they were ordered to file for a new PBG — plus charged an administrative penalty of double-rate retribution. Total added cost: Rp 12 million.

That case isn’t isolated. Since Government Regulation No. 16/2021 set the technical rules for PBG, the Bekasi City government’s DPMPTSP has started phased inspections, especially when residents file renovation requests or when sales close with a new KPR.

PBG vs IMB — What’s the Fundamental Difference?

IMB (Izin Mendirikan Bangunan, Building Construction Permit) was the permission you needed before a building went up. The concept was permission-based: you request approval, the local government evaluates, then issues the permit. It stayed that way until Job Creation Law No. 11/2020 and PP 16/2021 changed the entire building-permit framework to PBG (Persetujuan Bangunan Gedung, Building Approval).

PBG runs on a different logic: standard-based. The building owner must ensure the design and execution comply with the Technical Standards under SNI Building Regulations. The local government verifies compliance, rather than issuing permission from scratch.

Practical consequences for old-home owners in Bekasi:

  • The old IMB stays valid as long as the building’s profile (area, story count, function) hasn’t been changed.

Retroactive PBG Cost for a 70–100 m² Home in Bekasi

Based on Bekasi City Regulation No. 5/2023 on PBG Retribution and current consultant rates as of May 2026, typical costs break into three components:

DPMPTSP Bekasi retribution. Calculated as Local Index × building area × Standard Building Cost. For a 70–100 m² residential home in North Bekasi, retribution ranges Rp 1.2–3 million. South and West Bekasi with a higher location index can reach Rp 4 million.

Technical consultant fees. PBG requires architectural, structural, and mechanical-electrical drawings signed by certified service providers. For existing buildings, the consultant usually drafts as-built drawings first, then prepares compliance documents. Bekasi rates: Rp 1.5–4 million depending on complexity.

Notary administrative fee (if needed). For PBG tied to a sale transaction, some cases require a notarized ownership statement — an extra Rp 500 thousand to 1 million.

Realistic total in Bekasi: Rp 3–8 million for a 70–100 m² home. The range depends on the condition of the old IMB documents, structural complexity, and which sub-district processes the file. Normal timeline: 30–45 working days if documents are complete from the start.

What People Often Miss — PBG and SLF Aren’t the Same

Many Bekasi homeowners think PBG and SLF (Sertifikat Laik Fungsi, Certificate of Functional Suitability) are the same thing. They aren’t. PBG is issued before or after construction to verify design compliance against technical standards. SLF is issued after the building is complete to confirm it’s actually fit for its intended function per the PBG.

The sequence: PBG first, then once the building is finished (or once the existing structure’s documents are complete), SLF is issued. SLF is valid 5 years for residential use, then must be renewed. Without an active SLF, if a dispute or lawsuit arises, the homeowner’s legal position becomes weak.

For old homes just filing retroactive PBG, the next step is usually to bundle the SLF application in the same consultant package — that keeps consultant fees from doubling.

Risks of Not Filing — Bekasi Case Studies

The Pekayon case at the top of this article isn’t the only one. Here are three patterns Bekasi Satpol PP has tracked through 2025–2026:

Pattern 1: Renovation without PBG, fined and partial demolition ordered. A Jakasampurna homeowner who built a rooftop extension without PBG in late 2025 was ordered to dismantle the new structure plus pay 2x retribution. Total loss: Rp 28 million.

Pattern 2: KPR closing fails because the bank rejects the old IMB. March 2026, the BTN Bekasi branch refused a sale closing in Margamulya because the seller only had a 1998 IMB. Solution: file retroactive PBG first, closing delayed by 6 weeks.

Pattern 3: BPN holds up the title transfer. The Bekasi City BPN office, since early 2026, has been cross-checking building permits during title transfers for transactions worth more than Rp 1 billion. Without PBG, the process can stall midway.

5-Step Self-Verification Checklist

  1. Check your old IMB documents. Look at the issue date. If it’s pre-2021 and the building has been renovated since, you most likely need retroactive PBG.
  2. Compare the IMB’s building area against today’s reality. If the difference exceeds 10 percent (extra rooms, added stories), a new PBG is required.
  3. Check the function category. If the house is rented out as a boarding house, or used for business (small shop, salon, clinic), its function differs from the original IMB — new PBG with the new function category is mandatory.
  4. Consult DPMPTSP Bekasi City. The information counter is free. Bring a copy of the IMB, the certificate, and the existing floor plan. They’ll estimate the retribution before you commit to a consultant.
  5. Get quotes from 2–3 technical consultants. Pick ones recommended by neighbors or notaries who’ve used them — safer than picking random names online.
