The 2026 target jumped to Rp 425 billion, and the main lever is NJOP (Tax Object Value) adjustments under the Mayor's Decree on NJOP Classification, refreshed every three years. The latest decree was issued February 14, 2026 and forms the basis of the SPPT bills now in circulation.
For homeowners along Jl. Raya Perjuangan, Pejuang, Marga Mulya, and across North Bekasi, the NJOP increase showing up on this year's SPPT averages 18–32%. Some homes near Bekasi Station and Summarecon Mall saw 40% jumps because they were folded into a "new infrastructure" zone after MRT Phase 3's route was set.
What owners often miss: the NJOP that Bapenda applies isn't real market price, isn't actual sale price, and can be challenged when an owner can show the assessment doesn't reflect the property's true condition. What NJOP Is and How It's Calculated
NJOP is the base for PBB-P2. Bapenda sets it from two components:

Three Valid Grounds for Filing an Objection

1. Physical data error on the property
Recorded land area doesn't match the certificate. Recorded building area is larger than reality (common after inaccurate re-measurement). Building classification too high — an older home tagged "luxury" when actual condition is "simple." Evidence: certificate copy, IMB/PBG, photos of current condition.
2. NJOP exceeds reasonable market value
The owner can show a comparable home in the next block recently transacted well below NJOP. Evidence: copy of neighbor's AJB (often obtainable through the agent or notary involved), or independent appraisal from a KJPP (Public Appraisal Firm) costing Rp 1.5 – 3.5 million.
3. Special conditions that reduce value
The home falls in a yearly flood-prone zone (not reflected in NJOP), road access is in poor condition, boundary disputes with neighbors, or physical constraints on the building. Evidence: RT/RW certification letter, photos, BPBD flood history letter.
What can't be filed as objection: a general protest against NJOP increases, inability to pay (this goes through the reduction route, not objection), or comparison with PBB in other cities.
How to File the Objection in Bekasi
Bekasi City's Bapenda is at Jl. Ir. H. Juanda No. 100, South Bekasi. For North Bekasi and the Jl. Raya Perjuangan corridor, PBB objection services are also handled through the sub-district Bapenda satellite office. The formal flow:
- Prepare required documents: SPPT photocopy for current year, KTP photocopy, land certificate copy, IMB/PBG (if any), and supporting documents matching the objection reason (KJPP appraisal, neighbor AJB, photos).
- Fill in the objection form at the Bapenda office or download from bapenda.bekasikota.go.id. Write the objection reason specifically — cite the Local Regulation article, state the NJOP figure the petitioner believes is reasonable, attach evidence.
- Submit directly at the Bapenda counter or via online portal. Record the agenda number — this is the primary proof if there's a process dispute later.
- Wait 60 working days for verification. Bapenda will send a survey team to the home. The owner must be present or represented by an adult family member who knows the property.
- Receive the Objection Decision Letter within 12 months of filing (Local Tax Law Article 17 paragraph 4). If no decision arrives within 12 months, the objection is deemed legally granted.
Filing deadline: three months from SPPT receipt. After that, the right lapses. April-issued SPPTs hit the deadline around end of July.

Vague evidence
"NJOP is too high" without comparison numbers, without appraisal, without neighbor data — definitely rejected. Bapenda needs verifiable data.
Neighbor AJB that's too old
Comparison transactions older than 18 months aren't accepted because they're considered not to reflect market price at NJOP assessment time.
Comparable too different
Comparing a 2-storey 70 m² home with a 1-storey 60 m² home, even if next door, doesn't fly. Bapenda needs comparables with equivalent type, area, and condition.
Filing past the three-month window
Many owners pay first, think later, then file objection after due date. Already too late.
If You've Already Paid in Full, Can You Still Object
Yes. Paying PBB doesn't erase objection rights. If the objection is granted, Bapenda will issue an SKPDKB (Underpayment Tax Assessment) or refund credit for the excess paid. Refunds usually take the form of a credit reducing next year's PBB rather than a cash transfer — administratively simpler.
