Solar Panels in Bekasi Cluster Housing: Is It Allowed and How Much Does It Cost?

Questions about solar panels are coming up more often from prospective and current residents of cluster estates in North Bekasi. Understandably, solar module prices have dropped sharply over the past three years, and PLN electricity tariffs keep creeping up. But before you call a solar vendor, there are a few things to understand first, especially if your home is inside a managed cluster estate.

Two Key Questions Before Installing

First question: does the developer or estate management allow it? This isn't a technical issue; it's about estate rules. Many mid-to-upper housing developers include clauses about rooftop aesthetics and additional installations in the handover documents or resident regulations.

Second question: which type of solar system do you want? There are two main options: on-grid (connected to PLN grid, can export surplus electricity) and off-grid (battery-based, not connected to PLN). Each has different technical and administrative implications.

Developer and Estate Management Rules

No national regulation prohibits solar panels on landed houses. The relevant regulation is Minister of Energy Regulation No. 26 of 2021 on Rooftop Solar Power Plants (PLTS Atap), which actually encourages household solar installations.

What could block you isn't the government; it's the estate manager. Some clusters prohibit rooftop installations that alter the exterior appearance, worrying about visual uniformity across the estate.

So step one is: read the resident regulations handed over at unit handover. Look for clauses about "additional rooftop installations" or "exterior modifications." If nothing is explicitly prohibited, get written confirmation from management before proceeding.

PLN Permits for On-Grid Systems

If you choose an on-grid system (more popular since it doesn't require expensive batteries), you need a PLN permit. The process:

1. Register your PLTS Atap through the PLN Mobile app or visit the nearest PLN office
2. PLN will conduct a technical survey at your home
3. Once approved, your meter is replaced with a bidirectional export-import meter
4. Surplus electricity exported to PLN is credited against your next month's bill (net metering system, 1:0.65 ratio)

This process typically takes 1–3 months depending on the queue at PLN's Bekasi office. The meter replacement cost is covered by PLN.

Installation Costs for a 2-Storey Home

For a 70 m² home (like the Emerald 70), average monthly electricity consumption is around 200–350 kWh depending on AC usage and appliances.

Roof Area Required

One standard module (400 Wp) needs about 2 m² of unshaded roof area. For a 70 m² home with roughly 47 m² of roof area (partially used by slope and structure), you can realistically install 4–8 panels depending on roof orientation and pitch.
