Kota Bekasi has 69,108 public street lights (PJU), all of them LED, according to Dinas Perhubungan Kota Bekasi (the city transport agency, Dishub) figures reported by RakyatBekasi on 7 December 2025. Dishub added 1,676 new points over 2025. Looking after all of those poles are nine rapid-response teams (Unit Reaksi Cepat, URC) spread across the city's districts.
Nine teams for nearly 70,000 lights means nobody is patrolling pole by pole. Dishub relies on residents to tell it what's broken. The catch: people living in housing estates often don't know whether the light outside their house is the city's job, the developer's, or the estate manager's. A report sent to the wrong desk can leave a street dark for weeks, and the rainy season is here, with evenings getting darker earlier.
Step one: who owns that pole?
It depends on the status of the road the pole stands on. In a housing estate, the key is PSU (prasarana, sarana, dan utilitas: the estate's roads, drainage, and utilities). Until the developer hands the PSU over to the city government, the internal roads and their lights generally remain the developer's responsibility, and upkeep is usually paid through the monthly estate fee (IPL). After the handover, the road and its lights become city assets, and reports go to Dishub.

The quick way to find out: ask your RT head or the estate office whether the estate's PSU has been handed to the city. RT officials usually know, since the same status decides where residents complain about broken roads and blocked drains. One more thing about boundaries. If your ID card says Kabupaten Bekasi (Tambun, Cikarang, Babelan and nearby areas), your street falls under the regency government, not Dishub Kota. Bekasi Utara, Bekasi Timur, Rawalumbu, Medan Satria and the other districts of Kota Bekasi are city territory.

If nobody responds within a few days, there's the national SP4N-LAPOR! system at lapor.go.id, which forwards reports to the agency responsible.
Reports made on social media get followed up too. On 22 May 2025 Dishub posted a story on its own site about the PJU team from its infrastructure division fixing dead lights after a social-media report. A month earlier, residents of RW 09 in the Vila Mas Garden estate in Bekasi Utara reported their neighbourhood lights were out, and according to GoBekasi (18 April 2025) the repair was done quickly, with Dishub's infrastructure section head Nahwan Wawan checking the site himself.
What to put in your report so a crew actually comes
The URC crew heads out based on what your report says. "The light in my complex is out" gives them almost nothing to work with. Send this instead:
- The exact spot. Share a Google Maps pin on the pole itself, not on your house.
- A written address. Street name, estate name, RT/RW, kelurahan, and the nearest landmark (a mosque, a minimarket, the estate gate).
- How many poles are out. One dead pole is usually the lamp. A whole row going dark at once is more often the cable or the panel.
- A daytime photo and a night photo. The daytime shot shows the pole and wiring, the night shot proves the light is really out.
- When it went out.
- A phone number you'll pick up. Crews sometimes call to confirm the location.
If a cable is hanging loose or a pole is leaning, don't touch it. Describe it in the report. For a snapped PLN power line, call PLN on 123 or use the PLN Mobile app.
If the cable is gone, it's a theft
A dead street light isn't always a blown bulb. RakyatBekasi reported on 17 September 2026 that PJU cables and lamps in Kota Bekasi keep getting stolen. Along the pedestrian stretch from Simpang Unisma to the Bekasi Timur toll access, every pedestrian lamp had been taken a few months earlier.
Soenaryo Utomo of Dishub Kota Bekasi said cable goes missing more often than the lamps. "Kalau dibandingkan, yang lebih sering hilang itu jaringan kabel," he said. In English: compared with the lamps, it's the cable network that goes missing more.
So if a whole row of poles on your estate road goes dark at once and you can see the cable has been cut, say so in your report to Dishub, then report it to the local police station (Polsek) or the police call centre on 110. Footage from a home CCTV camera facing the street can serve as evidence, so save the file before it gets overwritten. Tell your RT head as well, because thieves tend to come back to the same area. City street lights are funded by a tax on your electricity bill
PLN customers in Kota Bekasi, households included, pay a regional tax on electricity, the Pajak Barang dan Jasa Tertentu (PBJT) atas tenaga listrik, formerly known as the street lighting tax. Article 68(2) of Kota Bekasi Regional Regulation No. 1 of 2024 earmarks 10% of that tax revenue for street lighting. Paragraph (3) spells out what it covers: providing and maintaining street-lighting infrastructure, plus paying the power bill for the lights themselves.
That's why, on roads the city already owns, residents don't need to chip in for new lamps. On cluster roads where the PSU hasn't been handed over, it's a different story: the money comes out of the IPL, and you can ask the estate office how it's spent. Before you sign, ask the sales team two things: whether the estate's PSU has been handed to the city (or when it will be), and who pays for the electricity and repairs of street lights inside the cluster until that handover happens.

Not for city-owned lights. Article 68(2) and (3) of Kota Bekasi Regional Regulation 1/2024 earmark 10% of electricity PBJT revenue for providing, maintaining and powering street lights. In a cluster whose PSU hasn't been handed over, the cost usually comes out of the IPL.
