Converting HGB to SHM in Bekasi: Timeline, BPN Cost, and 3 Cluster Owner Stories

Many online guides say "1% of NJOP, done in 30 days." Reality at the Bekasi BPN often differs. Pak Hendra, Bu Maria, and Pak Yos share their real-world processes from the past 12 months — total cost, total time, and the surprises the brochures don't mention.

Last month I had a long chat with Pak Hendra at a café near Bekasi Station. He'd just finished upgrading the HGB on his North Bekasi cluster home into an SHM — a process he thought would take 1 month and ended up running 4 months plus 3 trips back and forth to the BPN.

Pak Hendra's story isn't unique. I went on to collect accounts from Bu Maria (a 3-storey ruko owner on Jl. Raya Perjuangan) and Pak Yos (a unit owner in a neighbouring cluster). Three real upgrade experiences from HGB to SHM, between 2024 and late 2025, all at the same Bekasi City Land Office.

This isn't a theory guide. It's a field report from three owners, with real costs and real timelines. Other cities may differ — the focus here is North Bekasi, Bekasi BPN.

Why So Many Cluster Owners Upgrade HGB to SHM

Before the case stories, one basic question: if HGB already works, why bother upgrading to SHM? Three reasons that came up across all three:

  1. Validity period. HGB is initially 30 years, extendable by 20. Total maximum 50 years, after which it must be extended again at cost. SHM has no expiry
  2. Resale value. In the 2025–2026 Bekasi market, an SHM home commands 5–10% more than an HGB unit, especially in the Rp 700M+ band. Buyers, particularly those with BTN KPR, are more comfortable with SHM
  3. Cleaner KPR refinancing. When the owner takes over the KPR to another bank or refinances, the SHM is judged a simpler analysis. HGB requires checking remaining validity first

Story 1: Pak Hendra — North Bekasi Cluster, Done in 4 Months

Pak Hendra bought a 70/72 cluster unit in 2019 with a BCA KPR. The master housing certificate was the developer's SHM, broken down into Pak Hendra's HGB in 2020. Remaining HGB at the start of his upgrade in March 2025: 25 years.

Starting condition: KPR fully paid in December 2024, original HGB certificate in hand. Tax status (PBB, BPHTB) clean, 2025 NJOP for the unit at Rp 530M.

Actual timeline

  • Weeks 1–2: Notary document prep, ID/family card/master certificate copies, signing rights release deed
  • Week 3: File submission at the Bekasi BPN counter, receipt issued
  • Weeks 4–8: BPN internal verification, on-site re-survey (one inspector visit day)
  • Weeks 9–12: New certificate printed, name typo on first draft, two-week revision
  • Weeks 13–17: SHM collected, final BPN signing

Total: 17 weeks (4 months), 4 BPN trips. He says the main challenge wasn't the cost but the back-and-forth coordination between notary, BPN, and developer. One "no dispute" declaration had to be signed by the developer behind the master certificate — that single piece of coordination took 3 weeks.

Story 2: Bu Maria — 3-Storey Ruko, Done in 6 Months with Complications

Bu Maria bought a 3-storey ruko in North Bekasi in 2018 from a different developer. Master certificate was an SHGB (HGB on state land), broken down into Bu Maria's HGB. Remaining HGB at the start of her upgrade in April 2025: 14 years.

First complication: her HGB was nearly expired (14 years left of the original 30 from 2018). The BPN required her to extend the HGB first before upgrading to SHM. The logic: with only 14 years left, an immediate jump to SHM would be considered a "skip" — first the HGB had to be normalised to a fresh 30 years, then the upgrade to SHM could proceed.

Bu Maria ended up running both processes in parallel: HGB extension plus SHM upgrade in one package. The BPN can process them in parallel, but the costs were doubled.

Expensive, yes. But Bu Maria did the maths: her ruko, sold in 2027 with SHM, could fetch a Rp 100–150M premium over HGB with 12 years remaining. Net upside still positive.

Actual timeline

Total 26 weeks (6 months). What dragged wasn't the BPN — the parallel HGB extension and SHM upgrade only ran for 8 weeks. What dragged was BPHTB upgrade payment. Bu Maria needed 6 weeks to liquidate part of her investment portfolio to pay the Rp 14.5M BPHTB in one tranche. Then 4 weeks for BPHTB verification at the Bekasi Bapenda.

Lesson from Bu Maria's case: if the HGB has a short remainder (under 15 years), the total cost can run far higher. Don't take the "1% of NJOP" figure thrown around in online tutorials at face value — that's just the PNBP component, not the total upgrade cost.

Story 3: Pak Yos — Done in 2.5 Months, Genuinely Quick

Pak Yos owns a unit in a neighbouring cluster, bought new in 2022 with a BTN KPR. KPR paid off early with a 2024 bonus. Started the HGB-to-SHM upgrade in May 2025, completed mid-July 2025.

What made it fast? Three things:

  1. The developer's master certificate was an SHM, not SHGB. Breakdown to Pak Yos's unit became HGB because he was on KPR (default), but the HGB was "clean" — full 30-year validity from 2022, 27 years remaining when he started
  2. The unit's NJOP was Rp 480M — below the threshold where the BPN process speeds up because no additional valuation is needed
  3. He used a notary with a specific working relationship with Bekasi BPN for batch processing — the notary fee was Rp 1M more than the standard rate, but the internal connection helped fast-track

Pak Yos's case: new cluster, low NJOP, no complications — ideal cost and timeline. But worth noting: his notary fee was higher than Pak Hendra's. A trade-off between cost and speed.

Cost variation across the three is 4×. Time variation is 2.4×. The main determinants: unit type (residence vs ruko), NJOP, and remaining HGB period.

Lessons from the Three Stories

Four points came up consistently across all three conversations:

1. Check remaining HGB before starting

HGB with under 20 years remaining can trigger a BPN demand for extension first. That adds Rp 5–8M and 6–8 weeks. Before starting, pull the HGB certificate, check the issue date, calculate what's left.

2. Confirm the developer's master certificate status

SHM master → cleaner unit upgrade. SHGB master → must check the rights-release-to-state route before becoming SHM. Pak Hendra was held up 3 weeks because the developer behind his cluster's master was slow to sign the release document.

3. Budget for upgrade BPHTB

For units with NJOP above a certain threshold (in 2025 Bekasi, around Rp 600M), the upgrade triggers BPHTB at 5% × NJOP × weight. For a Rp 1B unit, BPHTB can run Rp 25–35M. Many online guides leave this component out.

4. Notary determines speed

The three owners used different notaries. The fastest (Pak Yos) paid Rp 1M more than standard. The trade-off makes sense if the owner needs the certificate ready by a specific date (e.g., before a planned sale or KPR collateralisation).

When the HGB-to-SHM Upgrade Isn't Worth It

Three scenarios where the three owners above would say "wait":

  1. HGB still has more than 25 years left and no sale planned. 25 years is long enough for regulations or circumstances to shift. Rp 12–15M can be more productive elsewhere
  2. NJOP above threshold and recently purchased. Upgrade BPHTB for a Rp 1B+ unit can run Rp 25–35M — wait 2–3 years for liquidity to recover after the home purchase
  3. New developer cluster where the master certificate is still being upgraded. Wait for the master to settle so the unit upgrade flows more cleanly

For Pak Hendra, the trigger was finishing his KPR. He felt this was the right moment to consolidate documentation while cash flow was available. For Bu Maria, the trigger was the HGB nearly expiring. If she'd waited, costs would only rise. For Pak Yos, the trigger was simple — planning to sell within 2 years to upsize.

Pre-Notary Document Checklist

From Pak Hendra, Bu Maria, and Pak Yos's experience, the documents to prepare before meeting the notary:

  • Original HGB certificate (not a photocopy) in the owner's name
  • Original master housing certificate or notary-legalised copy from the source
  • Decree breaking the unit out of the master certificate
  • Developer's "no dispute" declaration (for new clusters)
  • SPPT PBB for the last 3 years plus paid receipts
  • Original BPHTB receipt from the purchase signing (reference for upgrade BPHTB calculation)
  • Owner's KTP, family card, NPWP (originals + 5 photocopy sets)
  • Marriage book if the owner is married under community of property
  • Bank's KPR settlement letter if previously on KPR

Bu Maria forgot her KPR settlement letter — the BPN held her process for 2 weeks until she retrieved it from her old bank. Things like this eat more time than money.

For North Bekasi Cluster Owners: What to Do Now

If you've held an HGB for a few years and are weighing the upgrade to SHM:

  1. Check the HGB issue date and calculate remaining validity. Above 20 years, no urgency
  2. Check the unit's NJOP on the latest SPPT PBB. If above Rp 600M, budget upgrade BPHTB separately
  3. Ask the developer (or pull the master document copy) for SHGB or SHM master status. This determines the upgrade route
  4. Find a notary/PPAT with HGB-to-SHM upgrade track record at Bekasi BPN (not generic sale-purchase PPATs)
  5. Set aside Rp 12–55M depending on unit type and NJOP. Better to over-budget than under
