The idea of running a boarding house from a cluster home is appealing — especially for owners with spare rooms or those temporarily leaving their property. A room in North Bekasi can rent for IDR 800K–1.5M per month depending on amenities. But before listing it, there are three layers of barriers to navigate.
Layer One: Estate Documents and Rules
Most managed cluster estates have resident regulations (estate regulations or house rules) signed at handover. This document — not a national law, but a private agreement — may contain prohibitions like:
- No commercial activities from residential units
- No accepting long-term additional residents who are not immediate family without management approval
- Requirement to report anyone occupying the unit for extended periods
If your documents contain such clauses, running a boarding house without approval could lead to written warnings, suspension of IPL services, or in extreme cases — you could be sued by management for breach of agreement.
Safer alternative: Rather than permanent boarding, many cluster owners in North Bekasi rent out full units via AirBnB (daily) or short-term monthly rentals. Both are easier to manage and don't require formal business permits — though AirBnB occupancy in North Bekasi isn't high (40–50% per year).
Layer Two: Bekasi City Regulations on Boarding Houses
At the local government level, boarding house operations are regulated under Bekasi City Regional Regulations. Generally, boarding houses with 5 or more rooms must have:
- NIB (Business Registration Number) through OSS (Online Single Submission)
- Report to the local kelurahan and RT/RW
- Obligation to register boarding tenants with the civil administration system
For fewer than 5 rooms, the formal requirements are lighter — but you still need to report to the local RT/RW. In a cluster with a one-gate system, the security management also needs to know about regular additional residents.
If You Still Want to Proceed — In Order
- Read the estate rules — especially clauses about commercial activities and additional residents
- Submit a written request to cluster management — explain the scale (how many rooms, type of tenant)
- Report to your local RT and RW — get a boarding house operation letter from the kelurahan
- Register your NIB via OSS (oss.go.id) if you have 5 or more rooms
- Ensure the cluster security system knows there will be new residents coming and going regularly
