EV Chargers for Bekasi Cluster Homes: Power, Install Cost, and PLN Rules 2026

PT PLN (Persero) opened its EV Home Charging registration program through the PLN Mobile app in March 2025. By February 2026, 28,400 home chargers had been registered nationwide, with 4,100 in the Greater Jakarta area. PLN CEO Darmawan Prasodjo stated that Bekasi sits in the top five cities for fastest home charger growth, alongside the expansion of modern clusters in North and South Bekasi.

A standard 2-storey 70 m² cluster home with 2200 VA power is technically not enough for a 7.4 kW home charger. Electric vehicles need extra power, a dedicated MCB, and an IEC 62196-2 (Type 2) cable. Minimum Power: Do the Math Before Ordering a Charger

AC home wallbox chargers come in three levels by output:

PLN Power Upgrade Procedure for EV Charging

Per ESDM Regulation No. 1/2023 and the ongoing PLN EV Home Charging discount valid until December 2026, EV owners get a special night rate (10 PM–5 AM Western Indonesia Time) of Rp 945/kWh — about 30% cheaper than the daytime rate.

1. Check Local Transformer Capacity

Notify PLN UP3 Bekasi. They check the load on the cluster substation transformer. New clusters are usually fine because their transformers are sized for at least 4400 VA per unit. Confirmation comes within 3–5 working days.

2. Apply for Upgrade via PLN Mobile

Open PLN Mobile and pick the "Add Power" menu. Upload your KTP, land certificate or IMB-PBG, and the last 3 months of electric bills. Fees show automatically: Rp 4,265,500 to go from 2200 to 7700 VA, Rp 6,945,000 to go from 2200 to 11,000 VA (2026 schedule).

3. MCB and Meter Replacement

The PLN team comes within 7–14 days after payment to swap the limiting MCB and meter. No extra fee, but some homes need new SR (service drop) cable — Rp 350–600 thousand.

4. Register Your EV Home Charging

Once the upgrade is done, register through the "EV Home Charging" menu in PLN Mobile to activate the discounted night rate. Approval takes ±2 working days. Many new owners forget this step — and the rate gap is significant.

All-in cost for new BYD or Wuling owners averages Rp 14–18 million (charger + install + power upgrade), or charger-free if bundled with a new car — pay only install and PLN upgrade.

Estate Rules: What Owners Often Miss

Premium clusters in North Bekasi typically have estate guidelines that govern personal charger installs. Common rules:

• Install location — must be in the private carport or garage, not on the outer fence or façade wall facing the main internal road.
• Charger box — must be protected from direct rain. Carports without a roof need an extra canopy or IP54-rated enclosure.
• Cable to meter — cannot run across cluster roads or a neighbor's carport. Must be buried in conduit or attached to the owner's wall.
• Installer certification — the technician must hold an SLO (Operational Worthiness Certificate) from the Directorate General of Electricity, or at minimum be an authorized vendor technician.
• Estate notification — some clusters require written notice before installation, especially if cable trenching across common areas is needed.

The recurring problem: owners do their own install with no SLO, then a minor short happens, and the home fire insurance refuses to cover the claim because the install is non-standard. At least two cases happened in North Bekasi in 2025 with losses of Rp 80–150 million.

2. 2-year minimum unit warranty + Bekasi service network — Schneider and ABB have service centers in Cikarang and Pondok Gede. Wallbox routes through a Jakarta dealer, with 5–7 day response time on warranty claims.
3. Smart features — Chargers with WiFi/4G that integrate with PLN Mobile track night-rate consumption more accurately. The price gap between smart and basic units is around Rp 1.5–3 million — usually worth it for daily use.

Total Cost and Break-Even vs Public Charging

Assuming 30 kWh of daily charging for a car with a 60 kWh battery and 200 km/day commute (Bekasi–Jakarta):

• Public SPKLU (Rp 2,466/kWh) — monthly charging cost ±Rp 2.2 million
• Home charger at night (Rp 945/kWh, EV discount rate) — monthly cost ±Rp 850 thousand
